Step-by-Step Purchase Process
1Research and Planning
- Determine your intended use (home defense, hunting, sport shooting).
- Research different types of firearms (pistols, rifles, shotguns) and their calibers.
- Consult reputable sources like firearm manufacturer websites, industry publications, and experienced shooters.
- Consider a familiarization course to try before you buy!
2Understand Oregon Laws
- Familiarize yourself with Oregon's firearm laws, including Measure 114 (permit to purchase and magazine limits) - which has never taken effect and is delayed to at least January 1, 2028.
- Know the rules that ARE in effect: secure storage (SB 554) and SB 243 (2025), which bans rapid-fire devices, limits under-21 semi-automatic purchases, and lets public bodies restrict carry in posted buildings.
- Understand universal background check regulations.
3Budgeting
- Factor in the cost of the firearm, ammunition, accessories, and any required training.
- Don't forget to budget for a safe or secure storage solution.
4Permit to Purchase (Measure 114)
NOT IN EFFECT - delayed to at least January 1, 2028 (HB 4145) and under Oregon Supreme Court review. No permit is required to buy a firearm today.
- If it ever takes effect, you would apply for a permit through your local law enforcement agency.
- The process would include a background check, an approved safety course, and fingerprinting.
- Stay informed on the legal status as it is subject to change.
5Finding a Firearm
- Visit licensed firearm dealers (FFLs) in Oregon and compare prices.
- Private sales in Oregon require a background check - all transfers must go through a licensed dealer.
6Background Check
- The dealer will initiate a NICS background check.
- This check verifies you are legally eligible to purchase a firearm.
- Oregon requires background checks for ALL transfers, including private sales.
7Waiting Period
- Oregon has no mandatory waiting period - the 72-hour wait proposed in SB 243 was removed before the bill passed.
- You may take possession once your background check clears, though a check can be delayed beyond the instant response.
8Pickup
- Once the background check is approved and any waiting periods have expired, pick up your firearm.
- Present your permit to purchase if Measure 114 is in effect at the time.
9Secure Storage
- Comply with Oregon's secure storage laws (SB 554).
- Store your firearm in a locked container, gun safe, or use a trigger lock.
- Keep ammunition stored separately from firearms when possible.
